WHY THE PROGRAM

Buildings and transport are the largest consumers of energy in the country. The buildings in Greece are responsible for approximately 36% of total energy consumption, while during 2000-2005 increased their energy consumption by about 24%, one of the largest increases in Europe.
One of the main reasons why the Greek buildings are highly energy intensive, is their age and the failure to integrate modern technology, due to lack of relevant legislation in recent years.

Most of the buildings facing issues such as:
Lack of or inadequate insulation.
Old technology frames (frames / single glazed window).
Lack of sun shading of their south and west faces .
Insufficient use of high solar potential of the country.
• Inadequate maintenance of heating / air conditioning resulting in low yield.

Important parameter, which isdetermining the energy performance of a building, also is the behavior of the occupants. Lack of user information-residents on rational use and energy management often leads to wasteful behaviors, such as the installation of individual air conditioning systems without trial, the use of low-efficiency appliances, non-maintenance of the heating system etc.

Understanding the potential for energy savings
if all try, we can achieve
to upgrade our energy buildings, protecting
the environment and improve the quality of our lives.

In this direction, the Ministry of Environment, Energy and Climate Change (Y.P.E.K.A.), completing the institutional framework for energy efficiency in buildings, offer co-financing of the European Union an economic stimulus package in order to perform interventions energy upgrading of the residential building sector, through the Program << Saving At Home >>.

WHAT IS PROGRAM

It is a co-funded program aimed at owners whose homes are low-energy class.

The program provides incentives to the beneficiaries to make
the most important interventions to improve the energy efficiency of their home, and also contribute to energy and environmental goals of the country.

WHAT KIND OF BUILDINGS CAN BE FUNDED?

Possibility of funding provided to house,
blocks of flats, as a whole or for individual apartment that meets the following criteria:
• It is
used as a residence.
• It belongs to a price band lower than or equal to 2100 € / m²
• It has a building permit.
• 'It has been classified under the Energy Performance Certificate (PAA) in a category lower than or equal to D.
• Not considered as to be wrecked.

Specific conditions
To qualify as an eligible building as a whole building used for residence, you must meet the following:
• At least 50% of the owners (apartment and not) to be used as a residence. It is not qualified as eligible property whatever is not used for residence (eg shop on the ground floor building).
• Application by a representative of the owners Submited with information regarding the satisfaction of the eligibility of the building, and individual requests from owners of apartments who wish to join the program.
• Energy Performance Certificate on the whole of the building used as a residence is provided.

WHAT KIND OF WORKS CAN I BE FINANCED FOR?

Eligible interventions for funding obtained under the recommendations of the Energy Building Inspector in the process of energy audit and are limited to the following categories:
1. Installing insulation in the building interior including the roof and pilots.
2. Frame replacement and mounting shading.
3. Upgrading the heating system and hot water.

The maximum eligible budget of interventions, including VAT (which is eligible for the program) can not exceed 15000 € per property.
Moreover, they are covered by the Program, provided the membership application and successful implementation of the project:
A. The cost of conducting the two energy audits.
B. The remuneration of the consultant project up to 250 € per individual application (plus VAT) on building.

Who can be eligible for the program
and what are
conditions?
Program << Saving at home >> includes three types of tax incentives, membership in which is based on the declared income of the beneficiaries.

Provided the opportunity to take four, five or six year loan, with or without mortgage property, while being able to prepay the loan without charges, and payment of suppliers / contractors through the bank without the involvement of beneficiaries. By bringing the program provided to Beneficiaries disbursements advance.

CLASS A1 BENEFICIARIES:

The beneficiaries whose individual income does not exceed 12.000 € or family declared income does not exceed 20.000 €. For this category, the incentives include 100% interest subsidy (interest free loan) in conjunction with a grant of final eligible costs, as it occurs after performing the second energy audit. That is, for eligible budget 10.000 € will receive interest-free loan and grant 3.000 € 7.000 €.

CLASS A2 BENEFICIARIES :

The beneficiaries whose individual income is declared more than 12.000 €, not exceeding 40.000 € or family declared income is greater than 20.000 € and not more than 60.000 €. For this category, the incentives include 100% interest subsidy (interest free loan) in conjunction with a grant of 35% of final eligible costs, as it occurs after performing the second energy audit. That is, for eligible budget 10.000 € will receive interest-free loan and grant 6.500 € 3.500 €.

BENEFICIARIES CLASS B:

The beneficiaries whose individual income is declared more than 40.000 €, not exceeding 60.000 € or family declared income is greater than 60.000 € and not more than 80.000 €. For this category, the incentives include 100% interest subsidy (interest free loan) in conjunction with a grant of 15% of final eligible costs, as would occur after performing the second energy audit. That is, for eligible budget 10.000 € will receive interest-free loan and grant 8.500 € 1.500 €.
In case of an application building as a whole building, enables integration of apartment owners in category B to category A2, if 50% of owners of eligible housing in categories A1 and A2. In this case, the owners with higher incomes Class B, will fall into category incentive B. Otherwise, each owner will fall under stimulus of income.

7 STEPS TO PARTICIPATE THE PROGRAM
1. Check eligibility residence by the person concerned and examination credit in cooperation with the Bank.
2. Initial Energy Audit for issuing Energy Performance Certificate (PAA) - Selection of Interventions.
3. Submit application and documentation to the bank branch.
4. Approval application concerned.
5. Implementing interventions.
6. Second Energy Review, 2nd edition PAA
7. Submission of documents for payment incentives (form completion assistance, vouchers for credit for expenses incurred in the second PAA building etc).
